The Support Task Force and the Academic Task Force established a ranking system that will place all evaluated functions or programs into one of five quintiles. Each quintile will contain an equal percentage of the total functions or programs (20 percent). Programs and functions will not be compared. Programs will only be ranked in relation to other programs; functions will only be ranked in relation to other functions. Each quintile will represent a rank within the prioritization system.
The Academic Task Force and the Support Task Force will use the same decision making protocols. Both the Academic Task Force and Support Task Force met jointly to determine these protocols and reached agreement on them. Due to the importance and gravity of prioritization decisions that will be made, we set high standards for our decision making protocol. Quorum will require a minimum of 75 percent of the task force to be present (in-person or by audio conference).
To place a program in a particular rank (quintile), 80 percent of the task force must agree the program belongs in that rank. However, if the level of agreement reached is 80 percent minus one, then the “fallback” process is automatically initiated for that program. It is not discussed further at that meeting, and each team member will carefully review the program in question before the next full meeting of the task force. If 80 percent agreement is reached in the second vote, the program will be placed in the agreed upon rank. If the 80 percent minus one agreement is reached, then that will be accepted for placing the program in a rank (quintile). If we do not meet 80 percent minus one agreement, the program will be placed in the next lower rank and agreement will be reassessed. This process will be followed for the ranking of all programs and functions.
Once all programs and functions have been ranked, the task force will review all the ranking quintiles before finalizing the product. All quintiles must contain an equal number of programs (i.e. 20 percent of evaluated programs will be placed in each quintile).
