This talk is part of the seminar series "Defining Risk in Arctic Coastal and Offshore Resource Development." Dr. Scott Goldsmith from the Institute of Social and Economic Research (ISER) presents "The Economic Risks of Not Developing in the Arctic Offshore." Goldsmith has been an ISER faculty member since 1975. His research interests include regional economics, Alaska fiscal policy and energy policy. He is the principal author of the ongoing Fiscal Policy Papers series, which examines the fiscal implications of the dominance of petroleum in Alaska's tax base.

Director Kevin Banks of Alaska Division of Oil and Gas will discuss incorporating risk-based decision-making into government actions. Banks has worked as an Alaska petroleum economist and manager since 1982, both for the U.S. Minerals Management Service and for the state Division of Oil and Gas. He will describe how DNR currently assesses and mitigates risks associated with oil and gas development and discuss alternative regulatory approaches around the world for incorporating performance-based requirements.
